
Upper Green Point Dam, is a rock fill dam that creates what is most known and called, Kingsley Reservoir. The Upper Green Point dam is located approximately 12 miles southwest of Hood River, about 6.4 miles from Odell, along Kingsley Road.
Access info from Ken: "It's all good pavement from both the freeway and OR-35 to the 4-way corner of Country Club Rd, Portland Dr, Reed Rd and Binns Hill Dr in the Oak Grove area. From there Kingsley Rd. is twisty and generally good for about 4 miles where it narrows and the road edges get a bit dodgy. It's another 2.3 miles of pavement to the parking lot above the dam [it's not really a parking lot but an open space with lots of room to turn a tractor-trailer around] which is gravel and dirt. The parking lot is signed as the Kingsley Reservoir Staging Area. The dam is visible from the lot and is just a short ride or walk down the hill. In summer this is a popular place for boating, camping, quad/dirt bike riding and hiking. There's a boat ramp that right now is high and dry. There's lots of Geocaching in the H.R. Valley (geocaching.com says 611 caches within 10 miles of the Kingsley Reservoir Staging Area; it seems absurd, but it could be!). Much of the road is narrow and there's usually oncoming traffic in the form of pickup trucks with dualies or trailers. Watch for fallen rock on the road and if you're late in the day keep your eyes peeled for wildlife. There are plenty of bears, deer and some cats in that area."
