Willow Creek Dam on Willow Creek lies just outside the southeastern city limits of Heppner, Oregon, in the middle of Morrow County. This dam is a roller compacted concrete structure, and is unique history as it is the first roller compacted dam in the world.

Heppner is known for the Flood of 1903. This major flash flood along Willow Creek was responsible for destroying a large portion of Heppner, Oregon on June 14, 1903. Heppner's population did not completely recover to pre-1903 levels until 1990. The dam was built in 1980 through 1983, to prevent disastrous flooding to the town of Heppner, and for storage and irrigation.
